A measurable commitment for a defined service, population, clock, completion state, evidence, owner, and breach response.

A service level is a documented commitment describing what service will be completed, for which eligible population, by whom, and within what measurement convention. It defines start, stop, pause, exclusion, calendar, data source, evidence, owner, and escalation rules.

An internal service level may protect an external payer, contractual, regulatory, or operational deadline, but it is not proof of that outside requirement.

In practice

Reporting should show its data-through date and definition version. Misses need an owned recovery and review path rather than silent removal from the denominator.
