The Open Enrollment Period (OEP) is the yearly window during which individuals can enroll in a health insurance plan, switch plans, or make changes to their coverage through the Marketplace or their employer. Outside this period, enrollment or changes generally require a qualifying life event that triggers a Special Enrollment Period.
OEP dates differ between the federal and state Marketplaces and employer-sponsored plans, and may vary by state.
In practice
Billing and eligibility staff should expect coverage changes to take effect at the start of each plan year following OEP selections. New plan selections, terminations, and changes in network or benefits require re-verification of coverage and benefits for services on or after the effective date.

- Special Enrollment Period: A Special Enrollment Period allows enrollment outside OEP due to a qualifying life event; OEP is the scheduled annual window open to everyone.
