The Merit-based Incentive Payment System (MIPS) is a Medicare program that adjusts clinician payments based on performance in quality, cost, improvement activities, and promoting interoperability.

MIPS is one of two tracks under the Quality Payment Program, consolidating legacy quality reporting programs into a single framework that scores eligible clinicians and applies payment adjustments based on composite performance.

A clinician's final score determines whether future Medicare payments are increased, decreased, or held neutral.
